法案中針對外籍人才引進及留用的新政具體為以下幾點：

　　1. Increases the H-1B cap from 65,000 to 115,000 and allows the cap to go up (but not above 195,000) or down (but not below 115,000), depending on actual market demand.

　　H-1B配額數(shù)量將由之前的6萬5千人增長到11萬5千人。并且根據(jù)每年人才市場的需求量，配額可最多增長至19萬5千人，最低配額為11萬5千人。

　　2. Exempts dependents of employment-based immigrant visa recipients, U.S. STEM advanced degree holders, persons with extraordinary ability, and outstanding professors and researchers from the employment-based green card cap.

　　就業(yè)移民簽證持有者的家屬，STEM專業(yè)高等學位持有者，特殊技能持有者，杰出教授或科研人員獲得綠卡申請名額豁免。

　　3. Authorizes employment for dependent spouses of H-1B visa holders.

　　授權(quán)H-1B持有者的配偶在美國就業(yè)。

　　4. Removes the existing 20,000 cap on the U.S. advanced degree exemption for H-1Bs.

　　取消現(xiàn)有的每年2萬美國高等學歷的豁免名額制度。從此該名額無2萬限制。

　　5. Eliminates annual per-country limits for employment-based visa petitioners and adjusts per-country caps for family-based immigrant visas.

　　取消每年各區(qū)域的工簽申請限制，并調(diào)整各區(qū)域以家庭為基礎的移民簽證配額。
